For those who cannot open an account with Paypal because of the restrictions they imposed upon their clients, moneybookers is a good alternative. It is similar to Paypal but with no restrictions and very low fees. I am one of the few who uses this.

MoneyBookers is one of the most popular payment processors on Net nowadays, it's not popular as PayPal, but it's easy to use, not require members to add bank accounts or credit cards at first time. The fee is low, they accept all members come from everywhere in the world.
People often use them in Gambling industry mostly, so that it's easy to be banned by MoneyBookers if your money is not clean.

Does this mean that if one is going to gamble and wins, and if he's going to put his winnings in his moneybookers account, is he going to be ban by moneybookers? What about earning his money in a gambling forum? Does that mean he is going to be banned also?

I dont use moneybookers but I have heard a lot of good things about it. I prefer PayPal over anything else and always will. PayPal may have high fees but it is the only company right now that most sites accept and that accepts my bank.

Sounds like this might be the next paypal. Do any major sites use it? That's what will determine it's uses. Thanks for the link, never heard of it before.

I have never done business with anyone that uses this. If that says something I'm not sure. If it was secure and had good fraud protection then it might be the best alternative. What are the fees?

The fees are lower than PayPal fees, http://www.moneybookers.com/app/help.pl?s=fees
the site is owned by a German, Moneybookers is more popular in Europe than PayPal, their members mostly are in Europe.

is moneybookers available for non-European people? it seems pretty interesting, though Paypal remains to be more popular!

Ya PayPal has made too big of a mark on the internet to be easily overtaken by something else. PayPal will likely remain on top for a long time to come. Even google checkout will take a while to catch up to them and as long as ebay doesnt support google checkout ebay users will be forced to use paypal or credit card for thier payments.
