Most, if not all, traffic counters will record which pages of your website are visited the most.
Review this and put more exciting things on those pages. Don't just leave it bare or the same way for long periods of time.
Give your visitors variety and a reason to stay.
Don't change your site around too much though, you could get banned from search engines...

Maybe you're referring to penalty. Google will deduct your PR if you don't updates your website for a long period of time.

If you constantly update your pages, they could take it as you're trying to climb your way to the top with any and all keywords, unnecessary ones even, and ban you.

I cant see any reason that Google will ban your website. But there's a fact that Google will penalize your website if it is over optimize. Quote:

They'll ban you because you're trying to rank for every little keyword, that's why.

In my blog, I always post up new contents, pictures and this updates my page, this is somewhat twice or trice a week but I don't get penalized or banned by Google.

Of course they're not going to penalize a forum or blog for that. I'm talking about a regular site. Those don't need to be constantly updated.

Some blog owners write multiple posts per day, therefore changing the homepage frequently, and they don't get banned. PR is calculated using backlinks and the PR of the linking page.

They are right.. Google won't ban a website just because they update it regularly. For example a website that caters a education or even a hotel website, they can update it regularly in their own expense. Meaning, they might lose their visitors or even mistaken for another website that caters different products.
Maybe you are trying to say is that a website that is over optimized... Google might be banning that site plus website that do keyword stuffing. Based on what you said, webmaster might be doing stuffing keywords to rank for every keywords.
