Reload this Page I can't open my data file as I tested file does not exists

Jax is a pretty decent person
Default I can't open my data file as I tested file does not exists
I put my data file in a folder name "DOCS" and run my perl script from "cgi-bin" folder and I wrote a simple program to test my file its return "File does not exists" even I put my data file to same folder "cgi-bin" with my script, can anybody help me to resolve my problem?
