That depends on a LOT of things... Including the users you intend the site for, traffic you expect, bandwidth, webspace, etc.

If you have the specs to use it and expect your audience to like it better, go ahead

You never know until you try

what effect will these things have on the site...like how will the traffic etc affect it? and will it only work for certain users? like i said im new to this so the tech stuff is beyond me
thanks

also if i design it as a small file...as small as i can get it will this mean people with a lower bandwidth can view it easier??

Well, the thing is designing it lower generally means it doesn't look as good, some people don't have the software to view these things and the bandwidth is generally effected much on your side (like maybe 10x the bandwidth for 1 visitor, meaning you can only take 10% of the visitors you could with html, for example)

Issues change with each website, if you expect low traffic, by all means go ahead and try it. Another thing might be to make a HTML/image website and a flash website and compare how big each one is, then Just stick the smallest one on there.

It's totally up to you how you go about it. It's more of a trial-and-error when starting a website of any kind using any program to build it

I dont think it would turn out too successful if your looking to get traffic from search engines then a site completely made from shockwave would be terrible because there would then only be one page that would be indexed.
