If you're working for a company and they need a website developed, it would be smarter for them to hire someone who has some experience, not because you're not capable of learning, but because it's not the easiest thing to learn how to do.
If your boss said pure HTML, I consider that to mean that there won't be any dynamic content (as compared to static content, search Google for definition).
If this is the case, you may use .html for your pages, and you won't need and databases (mySQL) or PHP.
