The tips in here are pretty good, some work more then others. Using CSS is a big bonus to dial-up users (whats left of them) as it helps page load time.

Mainly though to win awards or have your site as a recommendation for "Browser Capability Awards" make sure you add comments and plenty of alt codes as it helps users who are disabled use your site easier.
