ok, some of this could be a matter of opinion, like the 800/600 thing. personally I would get rid of the developer. if they cant build variable width sites i wouldn't even consider them. the site should fit the screen, regardless of the size, thats a matter of opinion though. then again i think the last 800/600 screen i've had was in monochrome.
even though im not an expert coder or anything i just fight my way through it. every php site I've ever worked on had two page's that controlled the width of template, the css.css page and the php page. everything else is pulled from a data base, or multiple databases. actually on the various sites ive worked on once the basic templates are built or modified I can change sizes and colors in a matter of seconds. there's something seriously wrong with modifying 150 php files.
i don't even think that that there are 150 php pages in all three of my sites put together.
and one of them is huge.
Are they designing a fully custom cms? or intranet?
